most suitable configuration as per programming is concerned, but she was told by vendor that Java, Linux, C and C++ aren't supported on new I series processors as Windows 7 is the only OS that is capable on Brand new I series processors, so I goggled up a little and following is the information I gathered.

Now there is a version of C / C++ IDE by Intel, that supports This Encryption Standard and will work on Windows 7, but there are two MAJOR issue with that too,

Now there is a version of C / C++ IDE by Intel, that supports This Encryption Standard and will work on Windows 7, but there are two MAJOR issue with that too,
first, it's not free. second it's size is 1.3 GB which is also a headache by having it download on the first place. I suggest you install a Virtual Machine on windows-7 & install XP and it's corresponding compilers and other applications, yes size is an issue, but with newest configuration it's now obsolete to have such issues.

there are very few cases I have heard that java isn't working on windows-7 but there is a 64 bit version available so there should not be such an issue

however you might wanna double check, as 45K is a huge investment, but still it seems logic-less not to support Java, even for Microsoft, which is in fact, greatest competitor of Java.
yes, for one specific case, Java's applet might not have support in Windows 7 for security reasons.
issue # 3 Linux on intel I Series Processors
Now that depends on motherboard,
i searched a lot but couldn't find out that if Dell Notebooks are supporting any other OS then Windows 7, entire site was overwhelmed by Windows 7. so there is high probability that windows 7 is the only option you got....
but yeah apart from notebooks intel i3, 5 and 7 support all 64x bit linux
whether ubuntu or open suse etc....
conclusion:
if you dont want linux, and can live with windows 7 then go for notebook, it's high processing speed and Main Memory gives you option to run XP on VirtualBox. and your programming problems are solved here.
